Project Title: Legal Counsel for the Healthcare Education and Regional Training (HEART) Hub

Overview
The Lake County Economic Development Corporation, on behalf of the Healthcare Education and Regional Training (HEART) Hub Stakeholders and Oversight Committee, seeks to engage a qualified attorney or legal firm to provide specialized counsel in structuring cost agreements, governance policies, and operational frameworks for a new healthcare training facility.
Objective
The selected attorney will advise on legal structures, compliance requirements, and financial agreements to ensure the HEART Hub operates efficiently while meeting regulatory and institutional standards.
Scope of Work
The attorney will provide expertise in the following areas:
- Cost Agreements and Financial Structuring
- Develop legally compliant cost-sharing models for facility operations and partner institutions.
- Draft and review service agreements between the HEART Hub and participating healthcare providers, schools, and funding entities.
- Ensure alignment with state and federal funding requirements, grants, and reimbursement protocols.
- Governance and Institutional Compliance
- Provide legal guidance on board governance, operational policies, and fiduciary responsibilities.
- Draft and review memorandums of understanding (MOUs) and partnership agreements for stakeholder collaborations.
- Ensure compliance with state education codes and relevant healthcare training regulations.
- Operational Planning and Risk Management
- Advise on legal requirements for accreditation and institutional recognition of training programs.
- Develop risk mitigation strategies for liability, workforce training, and facility operations.
- Assist in contract negotiations for vendors, technology platforms, and clinical partnerships.
Deliverables
- Legal analysis and cost agreement framework for facility operations.
- Drafted MOUs and partnership agreements for stakeholder institutions.
- Operational policies and risk mitigation recommendations aligned with industry standards.
Consultant Qualifications
Proposals must demonstrate expertise in:
- Educational law, including governance and institutional agreements.
- Contract law, particularly in cost-sharing models and facility operations.
- Healthcare training program compliance, including accreditation and financial agreements.
Proposal Requirements
Interested attorneys should include the following in their proposals:
- A detailed project plan, including approach and timeline.
- Examples of past work in similar legal advisory roles.
- A fee structure and budget estimate for legal services.
- References from previous educational or healthcare clients.
Future Considerations
Additional legal needs may arise as the HEART Hub expands, and successful execution of the initial contract may lead to continued advisory services.
