Scope of Work: Planning & Design for Office Conversion to Healthcare Training Facility  

 

Project Title: Transformation of Office Space into Healthcare Education & Regional Training (HEART) Hub  

Budget: To be determined based on proposal submissions  

Overview

The Lake County Economic Development Corporation, on behalf of the Healthcare Education and Regional Training (HEART) Hub Stakeholders and Oversight Committee, seeks to engage a qualified planning consultant to develop a functional design for converting an existing office space into a healthcare training center. This facility will support workforce development, hands-on simulation training, and professional education for healthcare providers.  

Objective  

The selected consultant will assess the existing 6,600 sq. ft. office space, create a site plan aligned with healthcare education needs, and ensure compliance with regulatory and institutional requirements. The planner will provide recommendations on design, spatial utilization, accessibility, and operational feasibility.  

Scope of Work  

The planner will provide expertise in the following areas:  

  1. Space Planning & Design 

– Conduct a site assessment and provide recommendations for optimizing training facility layout.  

– In coordination with HEART Hub advisory groups (industry and educational partners), develop a strategic space utilization plan for simulation labs, classrooms, and administrative offices.  

– Coordinate with other contracted partners for specialty space use for the SPARK area of the Hub.

– Ensure ADA compliance, accessibility standards, and functional integration of technology infrastructure.  

 

  1. Regulatory & Compliance Considerations  

– Identify relevant building code and healthcare training facility requirements.  

– Develop an implementation strategy that aligns with accreditation and institutional needs.  

– Provide guidance on facility licensing and operational standards.  

 

  1. Operational Framework & Cost Assessment

– Establish estimated costs for design, construction, and technology integration.  

– Offer a phased implementation strategy to maximize efficiency and resource allocation.  

– Develop recommendations for sustainability and long-term operational feasibility.  

 

Deliverables & Timeline  

The selected consultant will be expected to deliver:

– A comprehensive design proposal by December 2025.  

– Final space plans, layouts, and renderings by June 30, 2026.  

– A detailed budget and implementation roadmap.  

 

Consultant Qualifications  

Proposals must demonstrate expertise in:  

– Space planning for healthcare or educational training facilities.  

– Healthcare compliance requirements and facility design.  

– Budget forecasting and phased implementation strategies.  

– Workforce development and institutional collaboration.  

 

Proposal Requirements  

Interested consultants should include the following in their proposals:  

– A detailed project plan, including approach and timeline.  

– Relevant experience and examples of similar healthcare or educational planning projects.  

– Cost structure and budget estimate for services.  

– References from previous clients.  

 

  1. Evaluation Criteria  

Proposals will be evaluated based on:

– Experience & Expertise– Demonstrated success in designing similar learning environments.  

– Creativity & Innovation  – Ability to create engaging and functional designs.  

– Feasibility  – Practicality and financial viability of the proposed approach.  

– Stakeholder Collaboration Strategy  – Willingness to engage with educators, healthcare professionals, and community partners.
